Graft and VoIP?

IT Matters reports that PLDT will file a case for graft against the NTC commissioners should they insist on issuing the draft VoIP regulations that will open up the industry to other players.  I need to review the law but there’s something strange about suing a government official for graft when all they’re doing is introducing competition.  Of course, it’s a direct threat intended to make the commissioners think twice. I hope they won’t be fazed.

That's obviously a ploy to pressure the NTC commissioners not to issue the proposed rule. From the looks of it, the motivation to file the case is purely commercial, and the legal basis for a graft case is scant. I say we file a disbarment case against any lawyer who will foster and assist in such a malicious suit against the NTC commissioner.

Just a quick question, though. How fast are those disbarment cases decided? I recall that I assisted a relative who filed one against his former lawyer. This was 12 years ago. Both the complainant & the attorney are dead and I haven't heard from the IBP.

This should make for an interesting study because if the mechanism for bar discipline is broken, then there's no effective disincentive for lawyers to commit unethical acts. Maybe this is part of the reason we are where we are.
